E-Governance

Executive Summary

Bridging the ever widening gap between the ruled and the rulers is the main objective of the e-Governance revolution. The gap may be in area of information about the assets of the citizens like the Land Records, payment of the utility bills and in some cases as important as the delivery of justice. The core theme is use of Information and Communication Technology for the free movement of information in the knowledge society of the modern times, may it be for citizen of any strata of the society - Rural or Urban ; Digitally Literate or Illiterate. Organizations like National Informatics Center (NIC) are leading the e-Governance drive as the pioneers of the exercise in India.

The idea of e-governance was initiated in India in the 70s with a focus on the development of in- house government applications in the areas of defense, economic monitoring, planning and the deployment of IT to manage data intensive functions related to elections, census, tax administration etc. Some examples at the micro level would be IT automation in individual departments, electronic file handling and workflow systems, access to entitlements, public grievance systems, service delivery for high volume routine transactions such as payment of bills, tax dues to meeting poverty alleviation goals through the promotion of entrepreneurial models and provision of market information.

The National e-Governance Plan focuses on the implementation of e-governance on key government services to citizens (G2C) and to businesses (G2B). Broadly, the Plan encompasses nine central Mission Mode Projects (MMPs), eleven state MMPs and seven integrated MMPs that span multiple backend Ministries/Departments.
