You are the principle of a small recruitment agency and you receive the following message from BT management.

BT is a ‘biotechnology’ company providing innovative solutions for the diagnosis, control and avoidance of allergy-related conditions for the healthcare sector. In addition, we are at the forefront of medical applications including tissue and blood biocompatibility and prevention of bacterial infection. However, our venture into Australia is based on our research into compounds found in Chinese plants and their anticancer agents. Our research facility in China has developed new anti-cancer compounds that can be taken orally. As part of the agreement for access and use of the plant species and derived agents, we are to set up our production facility in Shanghai.
We are in the process of building new production facilities in Shanghai. The installation of equipment will commence in nine weeks and is expected to be ready for initial occupation and commencement of operations in 15 to 16 weeks. The facility is to use completely new technology not used anywhere else in the world except on an experimental basis in China. This experimental set-up is not of the same scale as the production facility planned. The production facility is expected to employ some 150 or more people when in full production. We are requesting your recruitment consultancy to make a submission for the selection contract for the first Manufacturing Supervisors and Senior Manufacturing Technicians.
