Layoff Decisions At Rdx

Framing:
    I am stuck in a hard situation as being the General Manager of RDX, which is a small manufacturer of highly specialized ceramic products for the aerospace and military market.  We have tired in the past to help out the community of Huntsville by being the first company to start a training program for unemployed minorities.  The Huntsville community currently consists of twenty-five percent black and seventy-five percent white citizens.  The success of this program is due in certain circumstances to George Cabana, who is an intelligent and powerful man in the black community of Huntsville.  From this program approximately 30 participants are still working for us and performing above standard productive levels.  
The current problem lies in the lack of government contract for our products and services.  With the lack of government contracts at this time we are beginning to face a financial drawback, which could only be fixed by shutting down excess plant capacity and firing the unneeded employees.  The layoffs would be consisting of nearly 100 out of the current 250 employees, now the issue lies with who it to be laid off.
Objective:
    I have several objectives as General Manager to help alleviate this situation.  My main objective in this situation would be to bring this companies financial crises back to a profitable gain.  As well as, to determine which employees I would need to layoff.
