The purpose of establishing a PMO is to oversee and monitor the transformation of the enterprise is to assist leadership in ensuring stakeholder commitment, defining the scope of the project, initiating major phases of the project, establishing a formal project plan, acquiring resources and defining their responsibilities, minimizing risks associated to the project, establishing a change control system for each project, and measuring project execution performance.

The establishment and practice of Project Portfolio Management (PPM) is intended to preside over which IT project requests get selected for funding, resources, commitments and become active projects. The PMO then is responsible for governing all active IT projects, making certain that each project is run using a common project management approach. Because the focus of PPM centers on justifying the value of an IT project, our plan also intends to place decision-making directly in the hands of business leaders. Therefore it is critically important that a strategic IT Governance Council, comprised of business leaders and chaired by the CIO, be established explicitly for making funding decisions related to these requests.
