Quality Performance Measurements of the EPC Process – The Blueprint
Introduction
The Quality Performance Measurements of the EPC Process – the Blueprint is a report on phase two of a research project conducted by the Quality Performance Measurement Task Force (QPMTF) of the Construction Industry Institute. The QPMTF's objective was to develop a process to assist companies engaged in Engineer-Procure-Construct (EPC) projects to measure quality performance. Phase One of the project focused on measurements currently being used by leading companies to measure project quality performance. The major product of Phase One was the Quality Measurement Matrix which provides examples of quality measurements in the Total Quality Management (TQM) categories of Customer Focus, Leadership, Delivery and Employee Empowerment.
Phase Two of the project dealt with developing a process, referred to as ‘The Blueprint’, which could be used by project teams to establish quality performance measurements for their projects. This process was validated through discussions with quality and project management personnel, and pilot testing on three active EPC projects.
Quality Performance Measurement
The Blueprint defines quality as “meeting the requirements of all customers”. Project performance measures are developed for the Total Quality Management (TQM) perspectives of customer focus, leadership, delivery and employee empowerment. These perspectives are defined as:
